E-service's terms of use
General
Senate Group’s e-service (hereinafter e-service) is Senate Group’s service portal for electronic transactions, through which the user is able to log in to digital services of Senate Properties and Defence Properties Finland. The available services include e.g. Service requests, Facility reservations, and Extranet.
When registering as a user of the e-service, the user accepts these terms of use in their entirety and agrees to comply with them.
Creating an account to the e-service
Creating an account to the e-service requires a functioning e-mail address and telephone number linked to an identified customer organisation of Senate Properties or Defence Properties Finland. Users who have joined the Virtu trust network can register and log in to the service with their Virtu
ID.
In the internal online services of central government, users must always be identified. The e-mail address or Virtu ID is used to ensure that the e-service user is a representative of a customer organisation of Senate Group. Senaatti IDs are intended for personal use only, and users operate in the service using their own name.
Rights and responsibilities of the user
By creating an account, the user obtains an access right to services specified separately. Access rights to the e-service’s digital services are determined by Senate Properties. Upon obtaining access rights to use the Extranet service, users agree to comply with the terms of contract related to use of the HTH Information Service, which is the Extranet’s data source.
- Users are responsible for ensuring that they have the necessary rights to act as a representative of their employer in the e-service.
- Users are responsible for all actions taken with their credentials in the e-service.
- Users are responsible for ensuring that their password, username or other similar information does not fall into the wrong hands.
- With regard to the processing of confidential information, users must note what is stated below under the section Processing of confidential information of these terms.
Rights and responsibilities of Senate Properties
Senate Properties has the right to supervise the use of the e-service. If necessary, the administrator of Senate Properties can review actions taken by users in the e-service’s applications and react to any abuses.
Senate Properties has the right to use the information generated in the e-service for management of customer relationships, collection of feedback, guidance for service providers, and development of services. No information will be disclosed to third parties for marketing purposes.
Senate Properties is not liable for any consequential or direct damage caused by inaccurate content added, deleted or modified by users in the e-service, by malfunction or by any action that violates these terms of use. Senate Properties has the right to change users’ rights or to remove user rights altogether due to, e.g., abuse or if the ID has been unused for at least one year. Abuse can mean acting in the name of another user, for instance.
Processing of confidential information and personal data
When operating in the e-service, users agree to comply with valid regulations on secrecy of information and non-disclosure obligation, such as the Act on the Openness of Government Activities (621/1999) and the Government Decree on information security in central government (681/2010).
The e-service is intended solely for the processing and transmission of public information. Users agree not to enter information that is to be kept secret on the basis of the Act on the Openness of Government Activities or regulations issued on the basis of this Act or of other regulations or agreements. An exception to the above is the e-service’s Extranet service where users can also process documents that are secret under the Act on Information Management in Public Administration or documents classified as TL IV according to the Government Decree on Security Classification of Documents in Central Government. Access rights to the Extranet service restrict users of the service from viewing or processing information of users in other organisations.
Personal data must be processed in accordance with Regulation (EU) 2016/679 of the European Parliament and of the Council (General Data Protection Regulation) and the national Data Protection Act (1050/2018).

Interruptions in use and maintenance
Interruptions in use are possible due to maintenance, system update or for another reason. Senate Properties aims to inform users about planned interruptions in use and maintenance. Maintenance interruptions are primarily scheduled between 17:00 and 08:00.
